Staff Essential User permits may only be issued to Waltham Forest staff, contractors or subcontractors who can prove that they are required to undertake daily site visits for the purpose of works on behalf of London Borough of Waltham Forest.
The Essential User permit is a virtual permit which means that there is no need to display a permit in the vehicle; the Civil Enforcement Officers can identify which vehicles have a valid permit from the vehicle registration number.
This permit allows the user to park in all PayByPhone bays, pay and display bays, short stay bays (without time limitation), council run car parks (excluding leisure centres) and in all residential permit parking bays, excluding Council Staff Essential User permit (Es-C) exclusion zones whilst on official duty. Essential User permits are not valid within the Council staff Essential User permit (Es-C) exclusion zones, on yellow lines, in Emergency Service bays, Market Traders Bays (MT), Catering Bays (CAT), leisure centre car parks or in bays designated for a specific reasons (for example: loading bays) or any bay that has been suspended.
Please note that the Council reserves to right to suspend parking at any time.
Council Staff Essential User permit (Es-C) exclusion zone consists of a number of streets surrounding Council offices where staff will not be allowed to park unless they display a valid visitor parking permit for the duration of the site or home visit.

Short stay bays and Cashless PaybyPhone bays in each of these streets are also included in the Es-C permit exclusion zone and Essential User permit holders should not park in them.
The Es-C permit exclusion is subject to change at the Council's discretion at any time, therefore it is the permit holders responsibility in all circumstances, to check the signage on street to ensure that they do not park incorrectly within the Es-C permit exclusion zone.
The exclusion zone has been introduced with an aim to minimise the negative impact that Essential User permit holders currently have on borough residents and businesses, that are particularly close to Council offices.
